According to reports, Ajay Kumar Naudiyal, the Director of Primary Education in Uttarakhand, took the phone of journalist Sima Rawat while she was recording inside his office. The footage shows the officer visibly upset as the journalist repeatedly states, “Hum press se hain” (I am from the press). In response, Naudiyal said, “Kahin se bhi ho” (Whoever you are) before attempting to stop the recording.
Witnesses tried to intervene, and a brief scuffle followed. The video shows other people urging the crowd to remain calm as the officer moved back into his office.
Why the Confrontation Happened
The situation reportedly unfolded during a visit by parents and trainees of the D.El.Ed program, who were concerned about their participation in the ongoing primary teacher recruitment in the state. They claimed that candidates from earlier D.El.Ed batches were being considered, possibly leaving out trainees completing exams this year.

Once the video surfaced on social media, many users condemned the official’s behavior and demanded strict action. People questioned how public servants treat citizens and the media when cameras are not present. Many demanded immediate suspension and accountability.

In a written statement, Naudiyal said a large group suddenly entered his office, recorded videos without permission, and disrupted administrative work. He claimed they were trying to pressure officials to halt the recruitment process.
Meanwhile, journalist Sima Rawat confirmed her phone was snatched and thrown, and that she faced physical confrontation while reporting.
